Any decent CMS is better than nuke. It's got the worst track record of the bunch.
Take a look at bugtrack next time you see a CMS that looks like it could do what you want.

Haha, yeah, let's just reinvent the wheel each and every time we need one.
Some webdesign groups do that, and there's a good reason: they're paid by the hour.
