My c860 reboots every time I attempt to install the new ROM. everything goes fine until step 11. Select "5 Flash repartition", enter 27 when prompted for root partition size. I don't get a prompt, I get error can't find tool package and the systems reboots. Any ideas?

You do have these three files in the root directory of your SD/CF card, right?
initrd.bin
tools.tar
updater.sh
Try copying them over again (I've had installation problems inexplicitly disappear when I re-copied the files, so it isn't as crazy as it might seem).
You are picking the correct media? (i.e. either CF or SD). What are you using?
And instead of 27, use 28.

The only tools.tar file I have is a zip file inside of slc7x0-Qtopia-1.22-1346311204 file download. I have a zip file inside of a zip file. Any how I unzipped the tools.tar file and it placed a tools folder in the folder with all the other programs. I've taken all the programs out of the folder and transfer to my CF card.

Success! I didn't realize I could drag & drop a zip file into the Zaurus file transfer view. I thought it had to be unzipped first. The ROM update went without a hitch once the file was in place.
