As previously announced, I have now set the Portal as the forum's main page. I have created 4 new forums for the news too, all the threads opened there will appear on the portal, while all the other (sub)forums will appear only on the main forum, as always. Let me know if you like this change, and if any of you would like to help me with posting news items.
I have followed the suggestion made by koan, now the portal and the forum can be reached as follows:
Portal: https://www.oesf.org (https://www.oesf.org)
Forums: https://www.oesf.org/forums (https://www.oesf.org/forums)
You can reach the forums also from the portal, by clicking on one of the two links on the top left side, or on any thread title.

The link to forums from the Site Navigation box on the "portal" page redirects to the portal. Now it is not possible to go to the forum index without going to a post link then using the breadcrumbs menu links.
When you said you were going to change the main page; I was thinking that you were going to do this:
https://www.oesf.org (https://www.oesf.org) -> portal
https://www.oesf.org/forums (https://www.oesf.org/forums) -> forums

Ok, I haven't noticed that earlier, thanks for pointing this out. I have now setup the portal/forum as you suggested, i.e. www.oesf.org (https://www.oesf.org) now points to the portal, while www.oesf.org/forums (https://www.oesf.org/forums) directly to the forums, and the two links to the forum on the left side are now correctly working. Yes, there are actually two links, the one above the Site Navigation box is actually the Forum path of the page you are now viewing, in the portal it is only shown OESF Forums since it is treated as the forum's root page.
Please let me know if there's still anything broken/missing. Another thing I'd like to change is to remove the calendar, but for that I'll have to hunt for the relative option in the configuration files on the server.

Thanks for your kind words. The only thing bothering me now is the height of the news items' boxes on the portal, they are IMHO too small. I have seen that they are fixed to 200 pixels, regardless on the number of the news items. I have managed to resize them by saving a copy of the page in HTML, then by modifying a variable in the CSS section, though I have still been unable to locale the same setting on the shell account, I'll continue the search.
