Hi,
should connman be able to scan bluetooth?
$ sudo connmanctl enable bluetooth
Error bluetooth: Already enabled
$ sudo connmanctl scan bluetooth
Error /net/connman/technology/bluetooth: Not supported
and yet
$ hcitool scan
Scanning ...
aa:bb:cc:dd:ee:ff [TV] Samsung 6 Series (55)
so I know bluez is working.

Not a very useful reply if you're using 4G I realise, but I switched to NetworkManager to facilitate reliable Bluetooth for connecting via PAN and for a BT mouse

I did wonder about that, I'm more familiar with NM. I thought NM could handle mobile data, is that not the case?

Not sure how to get connman working with bluetooth, but if you want to use other tools however, you could check out bluetoothctl.
