There are various examples of Windows 10 ARM being installed on several different Android and old Windows Mobile devices (Lumia 950 etc). Would this be possible on the Cosmo?

It seems that only ARM SOC's from Qualcomm are supported. Because Microsoft collaborated with Qualcomm to create an ARM version of Windows 10. See here: https://www.microsoft.com/en-us/store/b/always-connected-pcs (https://www.microsoft.com/en-us/store/b/always-connected-pcs) The Lumia phone you mentionned was natively running on Windows Phone OS. MediaTek has abandoned the Windows 10 ARM market unfortunately: http://www.itechpost.com/articles/89046/20...m-pc-market.htm (http://www.itechpost.com/articles/89046/20170301/mediatek-will-exit-windows-10-arm-pc-market.htm) and here: https://www.pcworld.com/article/3175633/med...indows-pcs.html (https://www.pcworld.com/article/3175633/mediatek-will-sit-out-the-arm-race-for-windows-pcs.html)
