Does the C860 have the power to run Duke3d?

sure it has. Obviously quality of libraries and code matter. Duke3d code, we assume, is good.
Consider that Handheld Quake runs a lot better under winCe that under qtopia: so used libraries are not as good

So, YES the zaurus has the power.
From "having" to "using" there's programmers' good or not so good job.

Duke3d is at the very bottom of the page.

The site is gone  Has anyone got a copy of it and can make it available somewhere else?

Or a pointer to the code and patches and any custom instructions which were there - I think it ought to be added to OE once I have some time.
