In my experience, apt-get has consistently refused initially to upgrade after a fresh install of pocketworkstation because some key internal filesystem files would have to be halted. The message generated says that you can specify an option to override, but that that is usually a mistake.  I tried not upgrading and quickly got the same message when trying to install some debian packages.  So I googled the option and got the override syntax, but am away from home where it is written down. Anyway, I have run apt-get with the override option a few times and the upgrade always seems to be successful.  I can post the specific command syntax I use in a few days if you haven't gotten around it by then.

I could do an apt-get update/grade without options/overrides.

I depends on the feeds you try to use.

I believe I first put stable and unstable -> update and upgrade
Then unstable and testing -> update and upgrade

If you can't do an "upgrade", you have the wrong feed.
I you can't do an "update", you are not online or you are using a non existing feed.
