There are several win32 plucker viewers available.

One is GTK based from here. I believe there is a wxWindows one but can't locate ATM (plus I couldn't get it to work) and opie-reader will compile against the windows version of QT which is discontinued but if you can find a copy of QT for windows I can send you a MS-Visual Studio 6 project file with source for opie-reader.

i also could not manage to install the gtk version but the wxwindows version is working. i noticed that, some limitiation when opening color graphics embedded in plucker.

about the non commercial qt-win32 version you can download it here.
