How to create a local feed package file?

I've just installed 5.3 build of pdaXii13 Akita in my c1000 and have the feed copied into my /mnt/cf/feed directory. How can I create a feed package file for the local feed?

btw, I encountered an error at cbrpager .... something about it not being a gzip package or something.
