How To Set Up A Feed?

Antihaxer was generous enough to give me a directory on his server, which I would like to make into a feed. The issue is that I don't know how to generate the packages and filelist files, and whatever else is necessary. I've googled around for docs, but haven't found much. Could somebody point me to or write me some docs for setting up a feed?
