The link you provided suggest that there are specific devices based on Mediatek chips which have had AptX enabled. I'll have to do some research about that.

AptX is sweet! Tried to license it for a project sometime before the sellout announcement was made. Started the paperwork and conversations, then radio silence... Eventually, news of the Qualcomm purchase surfaced, and I understood why my project was doomed to be pinnin' for the Fjords.  

While waiting for the licensing to come through, we skunkworked a few LG V20s for said algos similar to what @speculatrix mentioned above - our poc worked, but we couldn't release squat without the [)@m# license. Killed the whole project...    Ain't capitalism a bitch when it's on the other side!?
