On my 860, is there way to access the { and } characters via the keyboard?
If not, is there a way to re-map the keys?

Try [Fn] + O and P ? on the Cacko QT ROM, I think, should work on standard ROM
or [Fn] + U and I on pdaXrom

Try keyhelper, and you can have a much more usable switch-off button too (I use fn-del) and a whole lot more besides. There is an introductory tutorial on this site, and if you can handle japanese a whole lot more on the web.
