Your first trick would be to install the "man" program (it's not in either pdaX feed). Once that's running it's just a matter of putting the man page texts in the location it's configured to expect.
It would be cool if ipkg could offer to optionally install the man page when it installs a program, but I don't know if it has that flexibility.
