Or start qpdf from a shell. Fire up konsole, type in qpdf, hit enter.
As for intellisync, I've never used it so I don't know. I just use the card reader that came with my emachine to store programs.
Isn't Outlook just for mail? I can't help you here either, I don't use Windows much.
For finding out where files eventually end up when you install them, Ive added this to my "mc.ext" file for "Midnight Commander".

<tab>View=%view{ascii} cp %f /tmp/mc-root/foo.tar.gz; cd /tmp/mc-root; tar zxf /tmp/mc-root/foo.tar.gz; tar tzf /tmp/mc-root/data.tar.gz; rm /tmp/mc-root/*
<tab> being replaced by the TAB key.
Save & exit, restart mc and you should be all set. You do have to restart mc for the changes to take effect.
Now you can hi-lite the .ipk that you are interested in and hit <Cancel> <3> (that's the "Cancel" button and the "3" button). This opens the file for viewing which lets you know where things will be stored.
