Is Libipkg0 Broken?

after a fresh flash of 3.5.3 I asked to ipkg install ipkg.
it asked for libipkg0
when I did: ipkg install libipkg0_0.99.147-r1_arm.ipk - I get gunzip couldnt be killed.

Wrong version of libipkg0
It should have upgraded it automatically, I think, but if not do 'ipkg install libipkg0'
