Summary
This will add a summary box on the top of the elsi so that people can view the latest projects just by title/date.

I've thrown up a test version.  Tell me if you guys like how it is.  It currently gets the latest release and goes 3 days back.

It's also only displayed on the front page.  I wasn't sure if we wanted it on all pages or not, so I figured I'd stick with front for now.
