Not sure what version the latest Cacko 1.23 comes with, but that's what I'm using - copied form the cacko rom

Ok. I've figured out the problem. I totally forgot that I had some keyhelper packages installed from meanie's website. They conflicted with cyrillica's package.
The only remaining problem is that onscreen keyboard has squares instead of letters in Russian and Ukrainian. This is because the system font does not have Cyrillic I guess. Is system font helvetica? Any system fonts that would work with all the following: Japanese, Cyrillic (Russian/Ukrainian mostly), French, English? Arial Unicode?

http://ebsnap.lkj.jp/zaurus/ However, there is a spacing issue with Ukrainian 'і' letter (that looks exactly as Latin 'i'). It has blank space after the letter as part of the letter's image so it appears that there is a space in the middle of words. Then some Cyrillic letters look very artsy (Cyrillic 'д' for example).
