Unable to connect to a PC

Hi, does anyone have any tips for connecting the Cosmo Communicator to a PC?  

It's charging but the android popup that usually  shows when connecting a device to a PC isn't coming up.  It's the same for me on multiple PCs running Windows 7 and 10.

Did you connect to left side port on cosmo? Right side will not work
