Drawing abilities of the Zaurus

Is the drawing abilities of the Zaurus going to be sufficient for games that require multiple animated graphics?(Zaurus SL-C700)

With SDL or handcrafted blitting algorithms, yes.

You would HOPE that a 400mhz processor could do the same things that were doable on a 25mhz 386.

It depends on the luxury you need. The higher level the language is and the more comfortable the abstractions are, the slower is the end result.
