This question is directed to others in Japan.

I believe I saw a FOMA IPK package on the ezaurus website a few days ago. Also, I've been seeing this advertised with mobile phones lately. Anyone one know exactly what it is?

FOMA is NTT DoCoMo's W-CDMA/3G offering, haven't seen the IPK that you talk about but they do provide some data cards for this service so it may be a driver.

It's short for Freedom of Mobile multimedia Access
OpenBSD 4.2 -current on full 4Gb of SL-C3000
Microdrive replaced with 4Gb SanDisk Extreme III card

Yep, this is the FOMA P2402 CF card driver for SL-C860 1.40JP ROMs

It may be of interest I suppose if you have a 3G data subscription.
